The Migrant Digital Defense Project seeks to arm our migrant communities and fellow co-conspirators with information and tools to fight anti-migrant technology, defend community safety, and counter digital authoritarianism.
Fellow Bios

Katherine Phan (she/her) is a technologist and organizer whose work engages with topics at the intersection of digital rights and migrant political power. Most recently, she has led successful campaigns for language access, workers rights, detention closures, and access to democracy at the New Jersey Alliance for Immigrant Justice. At the Surveillance Technology Oversight Project as the Advocacy Manager, she also directed campaigns and programs against state-sanctioned and platform surveillance in New York.
Previously, she advised the Director of San Francisco’s Office of Civic Engagement and Immigrant Affairs. As an engineer, she has worked on Meta’s international elections integrity team and has consulted for the Working Families Party, Civic Nation, and the Center for AI and Digital Policy. Katherine holds degrees from the Princeton School of Public and International Affairs and Stanford University, and is currently based in New York City.
